AU: Leadership Transition: Burundi Takes the Chair

The 2026 Assembly saw a significant shift in the AU Bureau, reflecting the continent’s regional rotation policy:

  • New Chairperson (2026): President Évariste Ndayishimiye of Burundi (representing Central Africa) succeeded the outgoing 2025 Chair, President João Manuel Gonçalves Lourenço of Angola.

  • First Vice Chairperson: President John Dramani Mahama of Ghana was elected to this senior role (representing West Africa), positioning Ghana as a central influence in AU decision-making for 2026.

  • Second Vice Chairperson: President Samia Suluhu Hassan of Tanzania (East Africa).

  • Rapporteur: President João Manuel Gonçalves Lourenço (Southern Africa).


Theme of the Year 2026: Water & Sanitation

The Assembly officially launched the 2026 theme:

"Ensuring sustainable water availability and safe sanitation systems to achieve the goals of Agenda 2063."

Strategic Priorities for 2026:

  • Africa Water Vision 2026: Endorsement of a strategic framework to manage transboundary water resources and combat climate-induced droughts and floods.

  • Economic Impact: Leaders emphasized that 3 out of 4 jobs in Africa are water-dependent, making water security a foundational economic infrastructure rather than just a social service.

  • Health Focus: The Union pledged to reduce waterborne diseases, which currently claim roughly 115 lives every hour across the continent.


Historic Breakthrough: Reparatory Justice

In a landmark session, the Assembly considered a study describing colonization and slavery as crimes against humanity.

  • Resolution: Heads of State adopted a mandate for historical justice, calling for a "Decade of Reparations (2026–2035)."

  • Restitution: The AU reaffirmed its position on the return of stolen cultural heritage and heritage resources currently held in global museums.


Peace, Security, and Global Governance

  • "Silencing the Guns": Deep concern was expressed over the humanitarian crises in Sudan and the Sahel. The AU reaffirmed its "zero tolerance" for unconstitutional changes of government.

  • UN Security Council Reform: Bolstered by the presence of UN Secretary-General António Guterres, leaders reiterated the Ezulwini Consensus, demanding permanent African representation on the UN Security Council. Guterres himself described the current exclusion of Africa as "indefensible" in 2026.

  • G20 Integration: Following the 2025 Johannesburg G20 Summit, the AU outlined a plan for coordinated participation to address debt restructuring and climate finance.


The "Accra Reset" at the AU

Parallel to the main session, President Mahama hosted the "Addis Reckoning" breakfast, formally introducing the Accra Reset Initiative. This framework aims to move Africa from "policy-taking" to "agenda-setting" by mobilizing domestic resources and reducing reliance on external security and aid models.
