A Landmark for Justice: President Mahama Arrives in Tanzania for African Court’s 20th Anniversary and 2026 Judicial Opening

In a significant reinforcement of Ghana’s leadership in continental diplomacy and the rule of law, President John Dramani Mahama has arrived in Arusha, Tanzania. The President is

the Guest of Honour at the solemn opening of the 2026 Judicial Year of the African Court on Human and Peoples’ Rights, where he will deliver the keynote address to a hybrid audience of Africa’s top legal minds.

The visit is particularly historic as it coincides with the launch of the Court’s 20th Anniversary celebrations, themed “20 Years of Service in Protecting Human and Peoples’ Rights in Africa.”

1. Arrival and Diplomatic Reception

President Mahama was received at the Kilimanjaro International Airport with full diplomatic honors. The welcoming party highlighted the high level of cooperation between Ghana and Tanzania:

  • Tanzanian Delegation: Led by Mr. Mahmoud Thabit Kombo, Minister of Foreign Affairs and East African Cooperation.

  • Ghanaian Delegation: Led by Mr. Paul Evans Aidoo (High Commissioner to Kenya and Tanzania) and Mr. Justice Sir Dennis Dominic Adjei, a Ghana Supreme Court Judge and current member of the African Court.

  • Presidential Aides: The President is accompanied by Mrs. Joyce Bawa Mogtari (Special Aide) and Madam Marietta Brew Appiah-Opong (Legal Advisor to the President).

2. The Judicial Opening: Key Highlights

The ceremony is taking place today at the Kibo Hall in Arusha. As the premier judicial body of the African Union, the Court's opening session sets the legal agenda for the continent for the coming year.

Scheduled Timeline (East African Time):

  • 11:00 a.m.: Arrival of President Mahama and a private meeting with Justice Blaise Tchikaya, President of the African Court.

  • 1:15 p.m.: President Mahama’s Keynote Address, focusing on the evolution of human rights and the role of the Court in Africa’s "Reset" era.

  • The "Digital Reset": A key highlight of the day is the official launch of the Court’s new website, aimed at increasing transparency and public access to judicial rulings across the continent.

3. Celebrating 20 Years of the African Court

Established by the Protocol to the African Charter on Human and Peoples' Rights, the Court has spent two decades adjudicating cases ranging from freedom of expression to land rights and democratic integrity.

4. Reinforcing the Rule of Law

President Mahama’s presence in Arusha is seen as a strategic move to strengthen African Union institutions. By serving as the Guest of Honour, the President is signaling that Ghana’s domestic "2026 Reset"—which focuses heavily on accountability and human rights—is part of a broader continental movement toward judicial excellence.

The event will also feature goodwill messages from the United Nations, the African Union Commission, and the African Commission on Human and Peoples’ Rights, before concluding with a vote of thanks by Lady Justice Chafika Bensaoula, Vice President of the Court.

The Bottom Line

As the African Court begins its third decade, the eyes of the continent are on Arusha. President Mahama’s address is expected to call for more member states to grant their citizens direct access to the Court, ensuring that "human rights" is not just a phrase in a treaty, but a lived reality for all Africans.
